Google has confirmed there are issues alongside Google Analytics loading the platform. Google updated its position study to say that it has "restored for several users" and Google expects "a resolution for all users in the near future."
Google wrote at 8:57 pm ET today:
We're examining reports of an matter alongside Google Analytics. We volition provision additional data shortly.
Then two minutes later, Google added:
Google Analytics assistance has already been restored for several users, and we anticipate a resolution for all users in the near future. Please note this period example is an evaluation and may change.
Google did not really provision any period example for a fix for all users.
I personally do not see any issues accessing Google Analytics now, nor do I see many complaints concerning GA not loading.

Update: An hr or so afterward the matter is resolved. Google wrote:
The issue alongside Google Analytics has been resolved. We apologize for the inconvenience and appreciate you for your patience and continued support.
